Program Background | GCSA Services
The Green Country Stormwater Alliance (GCSA) is a coalition of Phase I and II stormwater permitted cities and counties in Oklahoma. Founded in 2005 by INCOG, GCSA Members represent half of all municipal stormwater permittees in Oklahoma. Membership is voluntary, with annual dues supporting all of INCOG’s professional stormwater services.
Program Background
When EPA’s Phase II stormwater rules were finalized in late 1999, INCOG member governments affected by this new permit program requested INCOG’s assistance. In 2005, INCOG began a regional technical resource program (GCSA) to address certain stormwater permit requirements, mainly dealing with public education and employee training, and to provide technical assistance to its members.
As general (OKR04) stormwater permits began to be issued in 2006, GCSA membership grew beyond just INCOG’s regular municipal members to include additional cities in Northeast Oklahoma. INCOG continues to serve nearly half of all municipal stormwater permittees in Oklahoma as GCSA members. Over the years, funding for INCOG’s GCSA program has shifted from EPA water quality grant funded to being wholly supported by annual GCSA membership dues.

GCSA Services
Today, GCSA provides member governments with technical permit support, templates for permit requirements, and frequent workshops to ensure members have the resources to comply with their permits. GCSA also provides the public and businesses with information about stormwater quality, stormwater systems, and pollution prevention.
GCSA documents, fact sheets, and public education materials are available for free on the GCSA website. Members may also access member-only fact sheets and documents on the site by logging in.
