GCSA Background
INCOG formed the Green Country Stormwater Alliance (GCSA) in 2005 in response to requests from many of its municipal members wanting help with the new OKR04 stormwater permit for small MS4s. GCSA membership soon expanded to other cities in northeast Oklahoma; and present GCSA members represent about half of the Phase II municipal stormwater permittees in Oklahoma. GCSA Membership is voluntary with annual dues that fund all of INCOG’s professional stormwater services, workshops, and technical support.

Member Resources
GCSA member communities retain access to resources such as GCSA-only stormwater employee training workshops, templates for permit requirements, fact sheets, and area stormwater news. INCOG provides technical support and expertise to member communities, and works with DEQ to ensure permit compliance requirements are clear and effective.
Starting in early 2026, GCSA also manages an accessible web portal for member communities to easily find resources, workshops, events, and general news on StormwaterOK.net.
