GCSA Membership

INCOG formed the Green Country Stormwater Alliance (GCSA) in 2005 in response to requests from many of its municipal members wanting help with the new OKR04 stormwater permit for small MS4s. GCSA membership soon expanded to other cities in northeast Oklahoma; and present GCSA members represent about half of the Phase II municipal stormwater permittees in Oklahoma. GCSA Membership is voluntary with annual dues that fund all of INCOG’s professional stormwater services, workshops, and technical support.

GCSA member communities retain access to resources such as GCSA-only stormwater employee training workshops, templates for permit requirements, fact sheets, and area stormwater news. INCOG provides technical support and expertise to member communities, and works with DEQ to ensure permit compliance requirements are clear and effective. Starting in early 2026, GCSA also manages an accessible web portal for member communities to easily find resources, workshops, events, and general news on StormwaterOK.net.

EPA Stormwater Management Research

This EPA website offers links to technical studies on pollutant impacts, best management practices, low impact development, urban pollution, and engineering designs for pollution control. 

DEQ Stormwater Permits for Municipalities

This website has links to the State’s OKR04 General Permit for Phase II Small MS4s as well as additional information on the State level.

INCOG

INCOG provides GCSA support activities, including help with public education, technical research, and employee training. The INCOG website also provides resources for transportation and environmental planning, mapping and graphics, clean cities and air quality. 

Low Impact Development Center

This website houses resources for implementation and design of LID projects and is useful for municipalities looking for ways to meet MCMs using LID BMPs.
