What's New for Permittees











 

 

NEW GCSA WEBSITE CONTENTS AND APPEARANCE:
INCOG began development of the GCSA website in 2006, and since that time there have been a number of minor technical updates to web page content.  The intent of the GCSA website was to have the main page (www.stormwaterok.net) open for every visitor.  The “blue pages” provide information for citizens, businesses and industry, while the “yellow pages” support GCSA member permittees with more focus on OKR04 compliance. 

The GCSA website has recently undergone a major transformation.  INCOG incorporated GCSA member website requests, updated technical information, refreshed and added links, and improved the artistic appearance of the site. The overall structure and web site functions are the same.  This “What’s New for Permittees” page will become the primary means for INCOG to communicate the latest happenings for GCSA and the stormwater program.

STATUS OF OKR04 RENEWAL:
The 5-year renewal process starts with the ODEQ first submitting a draft OKR04 to EPA Region VI for technical review. EPA then has 90 days to send their comments to ODEQ. Once ODEQ and EPA reach agreement on all OKR04 revisions, ODEQ will hold a 30 day Public Comment period and respond to all comments. Soon after, the revised OKR04 permit will be finalized; the latest revision of OKR04 is expected to be completed in 2014.

APPLYING / REAPPLYING FOR OKR04 COVERAGE:
New stormwater permittees will have 180 days from OKR04’s Effective Date to submit their applications.  Existing permittees will have 90 days.  Both  new and existing applicants must submit the Notice of Intent (NOI) form and various types of documentation.  Existing permittees will have to update their Stormwater Management Program (SWMP) document, while new permittees will have to prepare a new SWMP document.  INCOG will assist all GCSA members with preparation of their applications and attachments, and INCOG will prepare an updated template SWMP document.  Each applicant can customize the SWMP template with their own local BMPs and implementation strategies.  INCOG will assist GCSA members with this process and host one or more GCSA meetings to help with applications.

ANTICIPATED NEW PHASE II PERMITTEES IN OKLAHOMA:
ODEQ anticipates around 10-12 new cities and towns in Oklahoma will become new Phase II stormwater permittees.  In the GCSA region (NE Oklahoma), the most likely new permittees will be Kiefer, Glenpool and Rogers County.  Sperry and Collinsville are expected to be granted 5-year waivers, but ODEQ has not made their final determination of waivers yet.

LATEST GCSA NEWS BULLETINS AND FACT SHEETS:
Approximately monthly, INCOG prepares a GCSA News Bulletin that summarizes several stormwater topics and announcements, or a GCSA Fact Sheet on a particular technical issue that was researched by INCOG for GCSA members.  These are emailed to GCSA members, and the latest ones will be posted for download here.  Archived copies can be obtained by contacting the stormwater coordinator at INCOG.
