There are two Phase I stormwater permitted cities in Oklahoma: Tulsa and Oklahoma City.
Prior to the renewal of OKR04 and the 2010 Census, there were 44 Phase II stormwater permitted cities, counties, and state / federal facilities in Oklahoma. Around half of the municipal permittees are members of the Green Country Stormwater Alliance (GCSA). A list of all GCSA members, along with maps of their locations and contact information, are provided on the GCSA website for Member Communities.
Most of the permittees are centered around the metropolitan areas of Oklahoma City and Tulsa. However, there are 10 additional cities that were designated by ODEQ in 2003 as Phase II owing to their total size of larger than 10,000 population, density of greater than 1,000, and having potential to cause urban runoff of one or more pollutants of concern. These 10 are also located on the statewide map.
The table below lists the Oklahoma Phase II permittees designated in 2003. Several cities that were originally designated in 2003 were granted waivers owing to their small Urbanized Area (UA). Waivers are re-evaluated by ODEQ when the ODEQ stormwater permit for small MS4s (OKR04) is reissued every 5 years. Also, the US Bureau of Census recently re-defined Urbanized Area after the 2010 Census. These new areas may result in additional cities designated as Phase II permittees. EPA is expected to introduce new stormwater regulations in the near future that may result in even more new permittees. The information on this webpage will be updated once any new designations are finalized by ODEQ.
